Project Description
DCI personnel assisted the City of Victoria (City) in the preparation of Request for Proposal (RFP) documents pursuant to the development of a privately owned co-composting facility. The City desired to improve management of wood waste and wastewater treatment plant sludge. The proposed facility was to be developed on City owned or controlled property and provide an environmentally sound alternative to burning and landfill disposal of the resources.

We investigated the local and regional compost markets, identified regulatory and logistical issues, reviewed potential locations for suitability, and participated in meetings with City staff and local officials. A draft RFP was developed and refined for review and use by the City.
